Between half and two-thirds. Not to the top. The floaters need loose water to move through, and the surface needs to stay soft enough for a baby to press. Overfilled, it goes rigid and the whole effect stops working. There is more on this further down the page.

Not from normal use. Every mat is filled and held at pressure for 10 minutes and checked at both valves before packing. What does cause leaks: overfilling, pet claws, zips on rompers, dragging it over rough concrete and putting it in a washing machine, which some listings tell you to do. Do not. Blow up the outer rim
Straight into the air valve, no pump needed. Firm, not drum-tight it should still give under a thumb.
Fill the chamber to two-thirds
Room-temperature tap water. Stop while there is still air space above it. This is the step that decides whether the mat works.
Screw both valves shut
Push each stopper fully in, then turn until it sits flush. Loose valves are the most common leak point.
Dry palm over the whole mat
Surface and both valves, ten seconds. Every time, before they go on it.
Lay them on their front, head turned
